Description of Lower Consumption Housing and Homes for Sale
Lower usage (electricity) and newly built surplus housing (for sale)
The Construction Agency of the Ministry of the Interior has used housing tax registration data, Taipower’s electricity consumption data and cadastral data to produce data on lower-use (electricity) housing and data of newly built surplus housing (for sale) since 2008. It has been completed since 2009. Residential statistical information on the degree of use (electricity consumption), and statistical information on newly built remaining housing (for sale) housing from the second quarter of 2010.
- Lower-use (electricity) housing
The Department uses housing tax registration data and Taipower’s electricity consumption data to classify residences with an average electricity consumption of less than 60 kWh in November and December each year as lower-use (electricity) housing. From 2009 to 2018, the proportion of lower-use (electricity) housing stock in the country gradually decreased from 11.49% to 10.15% while in 2011 rising to 10.63% and in 2012 falling slowly, in 2013 to 10.5%, and also slowly dropped to 10.3% in 2014 and slightly increased to 10.35% in 2015, and 10.22% in 2016, 10.12% in 2017 and 10.56% in 2018. This is an increase of 0.4% compared to 2017.
According to the electricity consumption data in November and December of 2018, the proportion of lower-use (electricity) residential buildings in Taipei City and New Taipei City remains around 7%-8%, which is relatively low compared to the central and southern counties and cities. Although the overall ratio of New Taipei City is lower than the national average, due to the large number of housing tax-registered houses, the estimated number of lower-use (electricity) houses is about 130,000, which is relatively higher than other counties and cities. Kinmen County, Yilan County, Lianjiang County, Taitung County, Chiayi County, and Hualien County are the counties with a higher proportion.
- Newly built surplus housing (for sale)
The Department uses cadastral data, house tax registration data, and Taipower’s electricity consumption data to consider the housing that have been registered for the first time within five years and are likely to be sold as newly-built housing(for sale). Analyzing the number trend over the years, the number of houses remained at 21,000 to 27,000 from the second quarter of 2010 to the fourth quarter of 2013. Since the first quarter of 2014, the number of houses has increased from 27,838 in the fourth quarter of 2013. The 34,223 homes in the first quarter of 2014 increased by approximately 10,000 homes each year, 45,144 homes in the first quarter of 2015, 63,340 homes in the first quarter of 2016, 75,915 homes in the first quarter of 2017, and 75,915 homes in the first quarter of 2018. In the second quarter, the number was as high as 80,082 houses, which has been declining since the third quarter of 2018. There were 78,347 houses in the third quarter of 2018 and 75,227 houses in the fourth quarter of 2018.
