107 3 31 日為基期( 100 ),本期( 107 4 1 日至 107 9 30 日)全國都市地價總指數為 100.22 ,與上期相較上漲 0.22 %。全國各直轄市及縣(巿)中,漲幅較明顯之縣市依序為連江縣 1.32 %、臺南市 1.18 %及基隆市 0.87 %;而跌幅較明顯之縣市 依序為 新北市 0.42 %、桃園市、新竹縣及澎湖縣 0.24%。

本期以連江縣上漲 1.32 %,漲幅最大,主要因該縣積極推動觀光行銷,觀光人次較去年同期增加 49 %,逐步吸引觀光人潮與投資需求,進而帶動地價上漲,復因該縣地價尚低,以致漲幅計算後波動較為明顯;另以新北市下跌 0.42 %,跌幅最大,因該市整體開發區預售屋及新成屋陸續完工交屋,餘屋量增加,議價空間仍大,價格持續向下修正,連帶影響中古屋市場交易行情,其中以新莊區跌幅最為明顯。

以指數變動趨勢觀察,全國都市地價總指數經連續 4 期下跌後,本期轉為上漲趨勢。六都部分,臺北市經連續 5 期下跌後,本期轉為上漲趨勢;新北市及桃園市分別連續 5 期及 4 期下跌;臺中市及臺南市本期仍維持上漲趨勢;高雄市則經 2 期下跌後,本期轉為上漲趨勢。

全國各使用分區指數中,住宅區指數較上期上漲 0.17 %,商業區指數較上期上漲 0.36 %,工業區指數較上期上漲 0.31 %。全國各直轄市及縣(巿)漲跌幅中,住宅區以連江縣(上漲 1.56 %) 商業區以新北市(下跌 0.95 %) 工業區以臺南市(上漲1.61 %)及花蓮縣(下跌 1.61 %)波動最為明顯。

另以土地買賣筆數觀察,本期全國土地買賣筆數為 25 8,922 筆,較上期( 25 90 筆)增加 3.53 %,較去年同(時期 25   7,464 筆)相較增加 0.57 %。

總體而言,本期各直轄市、縣(巿)之地價指數除連江縣、臺南市上漲幅度較為明顯外,其餘各直轄市、縣(巿)均於 1.00 %內微幅變動,全國地價總指數及各使用分區指數則為上漲趨勢。

The general index of national urban land price was set to be 100 on March 31, 2018 as the base period. Using the basis, the general index of national urban land price for Apr 1 to Sep 30, 2018 stood at 100.22. Compared to the preceding six months, the index decreased

0.22%. The top three with the price increased included: Lienchiang County (increased by 1.32%), Tainan City (increased by 1.18%),and

Keelung City (increased by 0.87%). The most obvious decline is in New Taipei City (decreased by 0.42%), and the second largest decline is in Taoyuan City, Hsinchu County and Penghu County (decreased by 0.24%).

Lienchiang County increased by 1.32%, which is the largest increase in this period. The main reason is that Lienchiang County actively promoted tourism marketing, and the number of tourists increased by 49% compared with the same period of last year, gradually attracting tourists and investment demand, which led to the rise in land price. The land price of the county was so low that the fluctuations were more obvious after the increase. Beside, New Taipei City decreased by 0.42%, which is the largest decline in this period. As the presold houses and new homes in the overall development area of the city have been completed, the amount of vacant houses has increased, the price was negotiable, and the price continue to be revised downwards, which affected the trading market of the existing houses, and the most obvious decline is in Xinzhuang District. 

According to the trend of the index changes, the general index of national urban land price turned into an upward trend in this period after four consecutive periods of decline. Among six special municipalities in this period,Taipei City has turned into an upward trend after five consecutive periods of decline; New Taipei City and Taoyuan City are still in a downward trend after five and four consecutive periods of decline; Taichung City and Tainan City are still holding upward trend; Kaohsiung City has turned into an upward trend after two consecutive periods of decline.

Compared with the previous price index of the respective national land use zoning, residential index increased by 0.17%, commercial index increased by 0.36%, and industrial index increased by 0.31%. Lienchiang County is the largest increase of residential price (increased by 1.56%). New Taipei City is the largest decline of commercial price (decreased by 0.95%). Both Tainan City (increased by 1.61%) and Hualien County (decreased by 1.61%) are the largest increase of industrial price.

Registration of Land Ownership by Transaction is 258,922 from Apr 1 to Sep 30, 2018. Compared to the preceding six months, the transactions decreased 3.53%. Compared to the same period over last year, the transactions increased 0.57%.

Overall, the urban land price analyzed in this issue showed that all the counties and cities(except Lienchiang County and Tainan City )indicated a slight rise or decrease within 1% of the index. Also, the general index of national urban land price and land use zoning were showed a increase.
